One Ticket Instead of Five: Estonia Launches MaaS X-tee Platform for Transport Integration
Buying train, bus, and tram tickets in a single app.

Estonia is beginning the implementation of the MaaS X-tee digital platform, which will consolidate schedules, fares, and tickets for all types of public transport into a unified system. Passengers will be able to plan interregional trips with a single query and pay for them in one transaction. Currently, such routes require purchasing several separate tickets and cost 15–30% more.

Standardizing the Journey

The MaaS X-tee platform is being built on the foundation of the state data exchange layer, X-tee, and will act as a mediator for standardized requests between transport operators. Aivar Hiio, Head of the Innovation Department at the Government Office, stated that the current model "works in isolation, is fragmented, and offers minimal opportunities for integrated trip planning." The project's goal is "to create a standardized layer of data and requests that will allow users to plan a route, choose the appropriate service, and buy tickets with one click."

Hendrik Johannes Terras, Minister of Regional Affairs and Agriculture, noted that the reform should "ensure better access to services, education, and jobs, and increase the share of public transport users." He previously emphasized in March 2024 that "system fragmentation hinders passenger traffic growth," highlighting the urgent need for ticket integration.

A Unified Network

The system will bring together:

  • Elron (rail operator)

  • Regional bus centers

  • City transport networks

  • Ferry operators

Johann Peetre, Head of Mobility Planning at the Transport Administration (Transpordiamet), noted that the open architecture "will create opportunities for international services and benefit the tourism sector."


Funding and Regional Impact

The project is funded through Innofond, an innovation fund supported by the EU program "Increasing the Innovation Capacity of the Public Sector" for 2021–2027. The total budget for the measure is €44 million, with part of the funds allocated to digital state solutions, including MaaS integration, according to Ministry of Finance data.

Calculations show that the lack of a unified system increases the cost of combined trips by 15–30%, particularly on Narva–Tallinn and Narva–Tartu routes. The transition is expected to lower these costs by 10–25% through automatic discounts and loyalty perks.

The European Context

Integrated platforms have been gaining ground across Europe since the early 2010s:

  • Finland: The Whim service has operated in Helsinki since 2016.

  • Sweden: The national integrator Samtrafiken has provided unified booking since 2017.

  • Impact: According to the European Commission, MaaS solutions increase public transport usage in major cities by an average of 5–12%.

In 2023, the share of public transport trips in Estonia was approximately 20%, while in Finland, it reached 28% by 2022 following MaaS implementation.

Technical Execution

The technical implementation is being handled by Turnit OÜ, a company that has deployed similar solutions in Germany, the UK, and the Nordic countries. CEO Ülo Säre stated that international experience "will provide a foundation for cooperation within Estonia's transport system."

The MaaS X-tee pilot marks the first stage of Estonia's transition to full transport integration. The roadmap includes the phased connection of rail and bus routes, followed by the inclusion of ferries and city networks.
